Budget Rigidity of Built-Lease-Transfer Projects in Turkish Health Sector
In this study, ‘Built-Lease-Transfer’ model which has been applied for the integrated health campuses in Turkey and their affects on budget expenditures in the future, arising from their contracts as ‘a compulsory expenses’ that strongly effects overall budget rigidity, emphasized. A scientific approach should be taken up within a systematic unity, considering sectoral infrastructure investment financing problems to new solutions should be applied. The oligarchic bureaucratic structures should not be tried to be harmonized. With the ability to act flexibly in certain areas, a new public administrative structure and capacity for coordination, standardization and application of the implementation of the investments will add power to Turkey.
