CUMHURBAŞKANLIĞI HÜKÜMET SİSTEMİNİN SOSYAL HİZMET SUNUMUNA YANSIMASI: SOSYAL POLİTİKALAR KURULU ÖRNEĞİ

Abstract
16 Nisan 2017’de gerçekleşirilen halk oylaması ve ardından gerçekleştirilen Cumhurbaşkanlığı seçimi ile birlikte ülkemizde Cumhurbaşkanlığı Hükümet Sistemine geçilmiştir. Yeni hükümet sistemine geçiş ile Başbakanlık ve Bakanlar Kurulu kaldırılmış, yürütmenin çift başlı yapısı terk edilmiştir. Ayrıca kamu politikalarının oluşturulması, uygulanması ve izlenmesinde sorumlu olan politika kurulları ve ofisler kurulmuştur. Kurulan dokuz politika kurulundan biri de Sosyal Politikalar Kurulu’dur. Sosyal Politikalar Kurulu’nun varlığı ve faaliyetleri sosyal hizmet mesleği için önem arz etmektedir. Çünkü sosyal politika bilim ve uygulaması ile sosyal hizmet disiplini ve mesleği arasında karşılıklı bir ilişki bulunmakta, üretilen sosyal politikalar sosyal hizmet uygulamasını şekillendirmekte ve uygulamanın sınırlarını belirlemektedir. Bu bağlamda, literatür taraması yöntemi kullanılarak hazırlanan çalışmada yeni hükümet sistemi ile oluşturulan politika kurulları incelenmekte olup Sosyal Politikalar Kurulu özelinde sosyal politikaların sosyal hizmet uygulamalarına yansımasına ilişkin özgün ve bütüncül bir değerlendirilme yapılmaktadır.

Abstract
On April 16, 2017, with the referendum and the subsequent presidential election, Turkey switched from a parliamentary system to a Presidential Government System. With the transition to the new government system, the Prime Ministry and the Council of Ministers were abolished and the double-headed structure of the executive was abandoned. In addition, policy councils and offices responsible for formulating, implementing and monitoring public policies were established. One of the nine policy councils is the Social Policies Council. The existence and activities of the Social Policy Council are important for the social work profession. Because there is a reciprocal relationship between the science and practice of social policy and the discipline and profession of social work, and the social policies produced shape social work practice and determine the boundaries of practice. In this context, the study, which was prepared using the literature review method, examines the policy councils created with the new government system and makes a unique and holistic evaluation of the reflection of social policies on social work practices in the Social Policies Council.
