Abstract
Günümüzde halka en yakın hizmet üreten yönetim birimleri yerel yönetimlerdir. Yerel yönetimler günümüzdeki haline, Osmanlı Devleti döneminde ilk ortaya çıktığı andan itibaren geçirdiği birçok mevzuat değişikliği sonucunda ulaşmıştır. Osmanlı Devleti’nde yerel hizmetlerin görülmesi için oluşturulan yapı, Tanzimat döneminin meydana getirdiği birçok değişikliğe ve yeniliğe cevap verememiştir. Bu nedenle Tanzimat döneminde ilk yerel yönetim birimi oluşturulmuştur. Bu birim günümüze kadar olan süreç içerisinde birçok kez yapısal ve kurumsal değişikliğe uğramıştır. Çalışma, yerel yönetimlerin ilk ortaya çıkışından Cumhurbaşkanlığı Hükümet Sistemi’ne kadar olan süreçte geçirdiği değişikleri ve reform hareketlerini incelemek için ele alınmıştır. Bu makale ile Osmanlı döneminden günümüze kadar olan süre içinde meydana gelen reform hareketleri kronolojik olarak ortaya konulmuş ve reform hareketlerinin nedenleri irdelenmiştir. Ayrıca söz konusu süreçte oluşturulan mevzuatlarda yerel yönetimlerin konumu, farklılıkları ve benzerlikleri çalışmada yer almıştır. Yerel yönetimler alanında meydana gelen reformların yalın ve öz bir şekilde sunulmasıyla, reform hareketlerinin tam olarak anlaşılabilmesi çalışmanın amaçlarından biridir. Çalışmada literatür taraması yolu ile elde edilen veriler kullanılarak bir bütün halinde sunulmuştur.

Abstract
Today, the administrative units that produce the closest service to the public are the local governments. Local governments have reached their current state as a result of many legislative changes since the first emergence in the Ottoman Empire period. The structure created to provide local services in the Ottoman Empire could not respond to many changes and innovations brought about by the Tanzimat period. For this reason, the first local government unit was established in the Tanzimat period. This unit has undergone structural and institutional changes many times in the process until today. The study is discussed in order to examine the changes and reform movements of local governments in the process from the first emergence to the Presidential Government System. In this study, the reform movements that took place from the Ottoman period to the present are chronologically put forward and the reasons for the reform movements are examined. In addition, the position, differences and similarities of local governments in the legislation created in this process were included in the study. One of the aims of the study is to fully understand the reform movements by presenting the reforms in the field of local governments in a simple and concise manner. In the study, the data obtained through the literature review were presented as a whole by collating.
