II. DÜNYA SAVAŞI DÖNEMİNDE TÜRK SPORUNUN ÖNEMLİ BİR KURULUŞU: BEDEN TERBİYESİ GENEL MÜDÜRLÜĞÜ (1939-1945)

Abstract
- Dünya Savaşı’nın başladığı 1 Eylül 1939’dan harbin sona erdiği 2 Eylül 1945’e kadar Türkiye’de Beden Terbiyesi Genel Müdürlüğünün (BTGM) spora yönelik faaliyetleri çalışmanın konusunu teşkil etmektedir. Makale, BTGM’nin çalışmaları (1938-1945) ve BTGM’nin bütçesi (1939-1945) olarak iki dönem halinde ele alınmıştır. II. Dünya Savaşı yıllarında BTGM’nin faaliyetleriyle bütçesi sayısal verilerle ortaya konulmuştur. Çalışmanın kaynakçasını, Cumhuriyet Arşivi Belgeleri; Türkiye Büyük Millet Meclisi Zabıt Ceridesi ile tutanak ve kanunlar dergileri; Cumhurbaşkanlığı Resmî Gazetesi ve dönemin süreli yayınları arasında bulunan çeşitli dergi ve gazeteler meydana getirmektedir. Makaleden çıkarılan sonuçlar şunlardır: II. Dünya Savaşı Döneminde fiyatların aşırı yükselmesi ve hayat pahalığı nedeniyle ülke ekonomik krize girmesine rağmen BTGM’nin icraatlarına devam ettiği görülmektedir. Bunda adı geçen kuruma sağlanan desteğin artırılarak bütçesine her yıl düzenli halde ödeneğin tahsis edilmesinin etkili olduğu kabul edilmektedir. Dünyada yaşanan savaş sebebiyle beden eğitimiyle ülke savunmasının ilişkilendirilmesinin spor faaliyetlerinin geliştirilmesinin önünü açması, bu alanda yatırımların yapılmasına neden olmuştur. Bu suretle bir yandan spor faaliyetlerinin merkeze alınıp insanların beden ve ruh sağlığı yönünden dengeli bir biçimde topluma kazandırılması öngörülürken öbür yandan ülke savunması için eli silah tutan güçlü bireylerin yetiştirilmesi hedeflenmiştir.

Abstract
This study addressed the sports activities of the General Directorate of Physical Education (GDPE) in Turkey during the Second World War that took place between September 1, 1939, and September 2, 1945. The study discussed the topic under two headings; the activities of the GDPE (1938-1945) and the budget of the GDPE (1939-1945). The study focused on numerical data for the activities and budget of the GDPE during the Second World War. Data were collected from the Presidency Republican Archive Documents, Memorandum Diary of the Grand National Assembly of Turkey, journals on minutes and laws, Official Gazette of the Republic of Turkey, and magazines and newspapers of the period. The results are as follows: The GDPE continued its operations during the Second World War, although Turkey plunged into an economic crisis due to excessive increases in prices and the cost of living. The reason for this was that the budget of the GDPE was growing steadily every year. There was an association established between physical education and national defense due to the Second World War, paving the way for the improvement of sports activities and attracting investments in the field. The goal of the GDPE was, on the one hand, to encourage citizens to participate in sports and thus create a physically and mentally healthy society, and, on the other hand, to turn citizens into “able-bodied” soldiers who are willing to defend their homeland.
