Abstract

Bu çalışmanın amacı, TMS 12 Gelir Vergileri Standardı ile Türk vergi mevzuatı arasındaki farklılıklardan doğan geçici farkların tanımlanması, sınıflandırılması, ölçülmesi, muhasebeleştirilmesi ve tersine dönmesinin izlenmesine yönelik sistematik ve denetlenebilir bir analiz çerçevesi geliştirmek ve bu çerçeveyi bütünleşik bir vaka üzerinde uygulamaktır. Türkçe literatürde TMS 12’ye ilişkin çalışmaların önemli bir kısmı standardın kavramsal yapısını birbirinden bağımsız örneklerle açıklamakta ya da Borsa İstanbul’da işlem gören işletmelerde ertelenmiş verginin büyüklüğüne odaklanmaktadır; buna karşılık geçici farkların standart bir analiz sırası içinde ve standardın ilgili paragraflarıyla ilişkilendirilerek ele alınması sınırlı kalmaktadır. Nitel ve normatif-analitik desende kurgulanan çalışmada, TMS 12 ve ilgili standartlar ile 213 sayılı Vergi Usul Kanunu ve 5520 sayılı Kurumlar Vergisi Kanunu hükümleri doküman analizi yöntemiyle incelenmiş; bu inceleme sonucunda “işlemin niteliği → defter değeri → vergiye esas değer → geçici farkın türü → uygulanacak vergi oranı → ertelenmiş vergi varlığı/borcu → muhasebe kaydı → tersine dönme” biçiminde sekiz aşamalı bir çerçeve geliştirilmiştir. Çerçeve; faiz gelirleri, geliştirme giderleri, amortisman, vadeli satışlar, yeniden değerleme ve kıdem tazminatı karşılıklarını içeren ve yazarlar tarafından tasarlanan kurgusal bir işletme (Y A.Ş.) üzerinde, 2024 hesap dönemi ve %25 kurumlar vergisi oranı esas alınarak uygulanmıştır. Bulgular; geçici farkın niteliğinin hesap türünden değil ilgili vergi hükmünden kaynaklandığını, vadeli satışlarda ortaya çıkan farkın indirilebilir geçici fark niteliği taşıdığını, yeniden değerleme ve aktüeryal kayıplara ilişkin ertelenmiş verginin diğer kapsamlı gelirde muhasebeleştirilmesi gerektiğini ve farklı geçici farkların bir araya gelmesiyle işletmenin net ertelenmiş vergi pozisyonu ile etkin vergi oranının birlikte belirlendiğini göstermektedir. Çalışma, uygulayıcılar, denetçiler ve eğitimciler için izlenebilir bir uygulama rehberi sunmaktadır.

Abstract

The aim of this study is to develop a systematic and auditable analytical framework for identifying, classifying, measuring, recognising and tracing the reversal of temporary differences arising from the divergence between IAS 12 (TAS 12) Income Taxes and Turkish tax legislation, and to apply this framework to an integrated case. A considerable part of the Turkish literature on TAS 12 either explains the conceptual structure of the standard through isolated examples or focuses on the magnitude of deferred taxes in companies listed on Borsa Istanbul; the treatment of temporary differences in a standardised analytical sequence linked to the relevant paragraphs of the standard remains limited. Designed as qualitative normative-analytical research, the study examines TAS 12 and related standards together with the Tax Procedure Law No. 213 and the Corporate Tax Law No. 5520 through document analysis, and derives an eight-step framework: nature of the transaction → carrying amount → tax base → type of temporary difference → applicable tax rate → deferred tax asset/liability → journal entry → reversal. The framework is applied to a hypothetical company (Y Inc.) designed by the authors, covering interest income, development costs, depreciation, instalment sales, revaluation and employee termination benefits, for the 2024 reporting period and a 25% corporate tax rate. The findings show that the nature of a temporary difference stems from the relevant tax provision rather than from the type of account, that the difference arising from instalment sales is a deductible temporary difference, that deferred tax on revaluation and actuarial losses must be recognised in other comprehensive income, and that the combination of different temporary differences jointly determines the entity’s net deferred tax position and effective tax rate. The study offers a traceable application guide for preparers, auditors and educators.
