Abstract
Yerel yöneticiler, illerde çoğunlukla merkezi idarenin iradesini aksettirdikleri yönetim çıktıları doğrultusunda davranmışlardır. Tabii bunun dışında bireysel olarak yaptıkları çabalarla yerelde öncü roller üstlendikleri de olmuştur. Bu katkı alanlarından biri de turizmdir. Turizmin geliştirilebilmesi için ülke genelinde faaliyetlerin başlangıcı 1930’lu yıllara uzanmaktadır. Demokrat Parti (DP) Dönemi, turizme yönelik çabaların planlı bir biçimde yapıldığı, planlı kalkınma döneminin hemen öncesine tekabül etmektedir. Bu döneme ait Çorum’da, yerel yönetim birimlerinin faaliyetlerini incelemek için kullandığımız araç; yerel halkı bilgilendirme ve haberdar etme işlevi olan yerel basın olmuştur. Çalışmada, Çorum’da DP Dönemi’nde çıkan yerel gazetelere bakılarak turizme dair yerel yönetim birimlerinin çabaları takip edilmeye çalışılmıştır. Merkezi ve yerel yönetim birimleri özelinde konu sınıflandırması yapılarak, ilde öne çıkan turizm çabaları üzerinde durulmuştur. Çalışmanın zemini olan konu; turizm, kamu yönetimi ve iletişim alanlarını ilgilendiren disiplinlerarasıdır. Bu nedenle zorlukları bulunmaktadır.

Abstract
Local governing bodies mostly acted in line with the administrative outputs in which they conveyed the will of the central administration in the provinces. Apart from this, there were also times when they certainly played pioneering roles locally through their individual efforts. One of the areas that contributed is tourism. The beginning of the activities undertaken throughout the country to develop tourism dates back to the 1930s. The Democrat Party (DP) Era corresponds to just before the planned development period, when efforts towards tourism were made calculatedly. The means we used to examine the activities of local government units of this period in Çorum province is the local press, which has the function of informing and notifying the local people. In the study, it is aimed to monitor the efforts of the local government units on tourism by examining the local newspapers published in Çorum during the DP Era. Topic classification is made for central and local government units, and prominent tourism efforts in the province are emphasized.
