Abstract
1 Ocak 1958’de yayın hayatına başlayan Elazığ-Harput Sesi Gazetesi, dönemin Elazığ Valisi Vefik Kitapçıgil’in teşvikleriyle, Elazığ İl Özel İdaresi tarafından çıkarılmıştır. Gazetenin sahibi Elazığ Vilayet Muhasebe Müdürlüğü, yazı işleri müdürü ise Hıdır Selek Bey’dir. Günlük yayınlanan gazetenin basım yeri, Elazığ Bingöl Matbaasıdır. Dönemin kültür merkezlerinden biri olarak değerlendirilen Elazığ’ın, bu alandaki gelişimine katkı sunacağı düşünülen Elazığ-Harput Sesi Gazetesi sütunlarında, Elazığ’da yaşanan sosyal, idari, siyasi ve iktisadi haberlerin yanı sıra, kültürel faaliyetlere de geniş yer verilmiştir. Ayrıca okuyuculardan, gazeteyi sahiplenmelerini ve düşüncelerini ifade edebilmelerini sağlamak amacıyla, siyasi olmayan ve şahısları hedef almayan yazılarıyla katkı sunmaları istenmiştir. Yayınlandığı süre zarfında, kanunlar, tüzük ve yönetmelikler, devlet tarafından gerçekleştirilen iktisadi yatırımlar, temel atma törenleri, açılışlar, davetler, resmi ziyaretler, Türk dış politikası, bayındırlık faaliyetleri, adli vakalar, meteorolojik olaylar gibi birçok konuda haberin yer aldığı gazete hem Elazığ’da hem de yurt genelinde ve dünyada yaşanan gelişmeleri, okuyucusuyla paylaşmıştır. Yine gazetenin birçok sayısında, şehrin kültürel faaliyetlerine yer verilmiş, makale, hikâye, şiir ve fıkra gibi edebi yazılarla da gazetenin içeriği zenginleştirilmiştir. Bu çalışmamızda, vatandaş ile yönetim arasında etkili bir iletişimin sağlanması amacının yanında, şehrin, kültürel ve sosyal yönden gelişimine katkı sunmayı hedefleyen Elazığ-Harput Sesi Gazetesi’nin yayın politikası, yayın periyodu, yazar kadrosu, fiziki özellikleri ve içeriği hakkında bilgiler verilerek, Elazığ kültür hayatına sunmuş olduğu katkıları ortaya konulacaktır.

Abstract
Voice of Elazığ-Harput Newspaper that started publication life on January 1, 1958, was published by the Special Administration of Elazığ City with the encouragement of the Elazığ Governor of the era, Vefik Kitapçıgil. The owner of the newspaper was Elazığ City Accounting Directorate, and the editor-in-chief was Hıdır Selek Bey. The daily newspaper was being printed in Elazığ Bingol Printing House. Voice of Elazig-Harput Newspaper was thought to have contribute to the development of Elazığ that was considered to be one of the cultural centers of the period, and in addition to the social, administrative, political and economic news in Elazığ, cultural activities were also given wide coverage in its columns. Moreover, in order to help the readers embrace the newspaper and express their opinions, they were asked to contribute their non-political articles which to be not targeting any person. During the period of its publication, the newspaper, which included news on many subjects such as laws, by-laws and regulations, economic investments made by the state, groundbreaking ceremonies, openings, invitations, official visits, Turkish foreign policy, public works, judicial cases, meteorological events, shared developments both in Elazig, in the country and in the world with its readers. Again, in many issues of the newspaper, the cultural activities of the city were included, and the content of the newspaper was enriched with literary pieces such as articles, stories, poems and anecdotes. In the newspaper, many news and articles about artistic activities, conferences, scientific and literary meetings, and programs of cultural associations throughout Elazığ were included. In this study, besides the aim of providing an effective communication between the citizen and the administration, the contribution of Voice of Elazığ-Harput Newspaper to the cultural and social development of the city will be revealed by giving information about.
