Türk demokrasi tarihinde özel bir yer tutan Cumhuriyet Senatosu, 27 Mayıs 1960 darbesinin ardından hazırlanan 1961 Anayasası ile Türk siyasi hayatına girmiştir. Bu anayasa ile çift meclis sistemi kabul edilerek TBMM, Millet Meclisi ve Cumhuriyet Senatosu olmak üzere iki meclisli bir yönetim sistemine geçilmiştir. Bu ikili meclis yapısı içerisinde TBMM’nin üst kanadını Cumhuriyet Senatosu oluştururken, alt kanadını ise Millet Meclisi oluşturmuştur. Cumhuriyet Senatosu’nun Türk siyasi hayatındaki varlığı, 12 Eylül 1980 askeri darbesine kadar sürmüştür. 12 Eylül darbesinin ardından hazırlanan 1982 Anayasası ile Cumhuriyet Senatosu kaldırılarak tek meclisli yapıya geri dönülmüştür. Bu 19 toplantı yılı boyunca Cumhuriyet Senatosu’nda Siirt dört senatör tarafından temsil edilmiştir. Bu çalışmada, 1961-1980 yılları arasında Cumhuriyet Senatosu’nda görev yapan Siirt senatörlerinin biyografileri ve senatodaki faaliyetleri hakkında bilgi vermek amaçlanmaktadır. Araştırmanın ana kaynakları, senatörlerin kişisel dosyaları ve Cumhuriyet Senatosu Tutanak Dergisi kayıtları olmakla birlikte literatürden elde edilen çalışmalardan da yararlanılmıştır. Araştırma sonucunda elde edilen bulgulara göre, Siirt ilinin ulaşım, sağlık, ekonomi ve güvenlik alanlarında çözüm bekleyen birçok sorunu olduğu görülmüştür.
The Senate of the Republic, which holds a special place in the history of Turkish democracy, entered Turkish political life with the Constitution of 1961, prepared after the coup of May 27, 1960. With this constitution, the bicameral system was adopted, and a two-chamber governance system consisting of the Turkish Grand National Assembly, the National Assembly, and the Senate of the Republic was established. Within this bicameral structure, the upper house of the Turkish Grand National Assembly is the Senate of the Republic, while the lower house is the National Assembly. The existence of the Republican Senate in Turkish political life lasted until the military coup of September 12, 1980. Following the September 12 coup, the 1982 Constitution abolished the Senate of the Republic and reverted to a unicameral structure. During these 19 meeting years, Siirt was represented by four senators in the Republican Senate. In this study, it is aimed to provide information about the biographies of the Siirt senators who served in the Senate of the Republic between 1961 and 1980 and their activities in the senate. The main sources of the research are the personal files of the senators and the records of the Journal of the Senate of the Republic, but the studies obtained from the literature were also used. According to the findings obtained as a result of the research, it has been seen that Siirt province has many problems waiting for solutions in the fields of transportation, health, economy and security.
