Abstract

Abstract

Weber defines the city as the progression from clustered houses to amalgamated neighborhoods. While this highlights a simple-to-complex evolution, the scarce survival of early ancient settlement traces necessitates a multi-layered approach to reading cities. In this context, Rossi conducts his multi-layered reading in a temporal dimension, within spatial continuity, and through primary elements. Rossi considers the temporal dimension as the transformations the city has undergone throughout the historical process; spatial continuity as the sustained existence of historical structures or areas; and primary elements as the totality of public/commercial structures inherent to the city. This study aims to examine and question the multi-layered city reading method handled by Rossi under three headings, focusing on the case of Elâzığ. Within this scope, considering the development history of the city after the early 19th Century, the urban process it underwent up to the 1980s, the existence of spaces maintaining continuity within the city, and which structures serve as primary elements for the city have been investigated. This inquiry into the physical environment of the city simultaneously provides an opportunity to scrutinize a partial content regarding the memory of the city. The study employs a qualitative research method and, in addition to a literature review, utilizes maps and photographs obtained from the Ottoman Archives of the Prime Ministry, the Republic Archives and the Directorate General for Mapping. The city's Government House, Saray Mosque, Officers' Club, People's House, and their surroundings embody both continuity and the characteristic of being primary elements. Consequently, the city of Mamurat’ül Aziz (later renamed El-aziz and Elâzığ) was influenced by the late Ottoman understanding of urbanism and sustained this condition during the Early Republican period. However, it is evident that the focal point within the current urban fabric shifted with the advent of the Republic.
