Abstract
Yaşlanmanın bireylerde ve toplumda yarattığı değişikliklerin sonuçlarını tahmin edebilmek oldukça zordur. Nüfusun yaşlanmasının sosyo-ekonomik ve siyasal etkileri giderek daha belirgin hale gelmektedir. Artan yaşlı nüfus, sağlık ve sosyal güvenlik sistemleri üzerinde önemli bir baskı oluşturmaktadır. Yaşlanmanın olumsuz yönlerini azaltmak ve olumlu yönlerini teşvik etmek, toplum refahını yükseltmeyi amaçlayan sosyal politikanın temel faaliyet alanıdır. Çalışma, sosyal güvenlik mevzuatını da içeren bir geleneksel literatür taramasına yönelik bir değerlendirme şeklindedir. Dünyada son dönemde yaşanan köklü teknolojik değişimler ve kitlesel göç hareketlerinin yarattığı etkiler dikkate alınmaksızın Türkiye’de mevcut yapı üzerinden bir analiz yapılmaya çalışılmıştır. Çalışmada, aktif yaşlanma yaklaşımı da ele alınarak, bugün "daha iyi" bir yaşlılık süreci için bu grubun değişen ihtiyaçlarına daha duyarlı bir şekilde yanıt vermesi gereken sosyal politikaların karışıklık mı değişiklik mi getirdiği tartışılmaktadır. Özetle, “Türkiye’de yaşlanan nüfus politikaları bir kaosun habercisi mi, yoksa toplumsal yapının sosyal politikalar çerçevesinde yeniden organize edilerek daha sürdürülebilir bir geleceğe evrilebileceği bir fırsat mı?” sorusunun cevabı aranmaktadır.

Abstract
It is very difficult to predict the consequences of changes that aging creates in individuals and society. The socio-economic and political impacts of population ageing are becoming increasingly evident. The increasing elderly population is putting significant pressure on health and social security systems. Reducing the negative aspects of ageing and promoting its positive aspects is the main activity area of social policy, which aims to increase the welfare of society. The study is an evaluation of a traditional literature review including social security legislation. An attempt has been made to make an analysis based on the current structure in Türkiye, without considering the effects of the radical technological changes and mass migration movements that have recently taken place in the world. The study also addresses the active aging approach, discusses whether social policies that need to respond more sensitively to the changing needs of this group for a "better"aging process today are bringing confusion or change. In summary, the answer to the question “Are aging population policies in Türkiye a harbinger of chaos or an opportunity for the social structure to be reorganized within the framework of social policies and evolve into a more sustainable future?” is sought.
