Abstract
Bu çalışmanın amacı pandemi döneminde okul yöneticilerinin yaşadıkları problemlere ilişkin görüşlerini incelemektir. Araştırma, nitel araştırma modellerinden betimleyici fenomenolojik desen kullanılarak hazırlanmıştır. Araştırmanın örneklemi amaçsal örnekleme yöntemiyle belirlenmiştir. Araştırmaya katılan 42 okul yöneticisi resmi okullarda çalışması kriteri doğrultusunda; Türkiye’nin farklı bölgelerinden seçilmiştir. Araştırmanın verileri; ilgili alan yazın taramasından sonra araştırmacılar tarafından hazırlanmış yarı yapılandırılmış görüşme sorularıyla elde edilmiştir. Elde edilen sonuçların, içerik analizi yöntemiyle analizi yapılmıştır. Sonuçlar beş ana tema altında incelenmiştir. Bu temalar; organizasyon ve yönetim fonksiyonları, iletişim ve işbirliği, karşılaşılan sorunlar, izleme ve değerlendirme, bireysel yetkinlik değerlendirmesi olarak belirlenmiştir. Araştırmada okul yöneticilerinin pandemi süreci boyunca örgütsel ve yönetimsel anlamda sorunlar yaşadıkları; bu sorunların MEB tarafından gönderilen ve çoğunlukla ivedilik arz eden yazılar ve bunlara göre öğretmen, öğrenci ve velileri organize etmekle ilgili olduğu tespit edilmiştir. Bu süreçte çevrim içi platformların ve teknolojik yeterliklerin ön plana çıktığı görülmüştür. Pandemi döneminde öğretmenlerin verimli çalışmasının Okul yöneticileri; öğretmenlerin pandemi sürecindeki veriminin ülkenin içinde bulunduğu zorlu süreç için öneminden hareketle, öğretmenlerini sürece dahil edebilmek için toplantılar ve motivasyon görüşmeleri gibi yollarla destek olmaya çalıştıklarını ifade etmişlerdir. EBA sisteminin izleme ve değerlendirme faaliyetleri ve eğitimde fırsat eşitliği adına çok önemli bir adım olduğu, sistemin verileri tutması ve istatistik kısımlarında yapılacak iyileştirmelerle çok daha verimli olabileceği okul yöneticilerinin ifade ettiği durumlardan olmuştur.

Abstract
The aim of this study is to examine the opinions of school administrators about the problems they experienced during the pandemic period. The research was prepared by using descriptive phenomenological design, one of the qualitative research models. The sample of the study was determined by purposive sampling method. In line with the criteria of working in public schools, 42 school administrators participating in the research; it was selected from different regions of Turkey. The data of the research; it was obtained with semi-structured interview questions prepared by the researchers after the relevant literature review. The results obtained were analyzed with the content analysis method. The results were analyzed under five main themes. These themes are; organization and management functions, communication and cooperation, problems encountered, monitoring and evaluation, individual competence evaluation. In the research, it was stated that school administrators experienced organizational and administrative problems during the pandemic process; it has been determined that these problems are related to the urgent texts sent by the Ministry of National Education and to organize teachers, students and parents according to them. In this process, it was seen that online platforms and technological competencies came to the fore. It has been one of the situations stated by school administrators that the EBA system is a very important step in terms of monitoring and evaluation activities and equal opportunity in education, and that the system can be much more efficient with the improvements to be made in the data and statistics sections.
