Abstract
Eğitim gibi sosyal sistemler ne kadar mükemmel bir şekilde kurgulanmış olursa olsun uygulamada sistemin işleyişi üzerinde olumlu ya da olumsuz etki yapabilecek birçok belirsiz değişken söz konusudur. Burada sistemi, sistemin amacını, işleyişini, onu oluşturan bileşenleri bildiği kadar olası değişkenleri de fark edip, olumlu yönde yönlendirebilecek yönetsel süreçler önem kazanmaktadır. Bu çalışmada 5 Şubat 2021 tarihli Milli Eğitim Bakanlığına Bağlı Kurumlarına Yönetici Seçme ve Görevlendirme Yönetmeliği (MEB EKYGS) ve bu yönetmeliğe dair yönetici görüşlerinin incelenmesi amaçlanmıştır. Nitel araştırma yöntemlerinden durum çalışması desenine göre yapılan araştırmada amaçlı örnekleme yöntemi tercih edilmiştir. Bu kapsamda herhangi bir devlet okulunda müdür veya müdür yardımcısı olarak görev yapan ve 2021 MEB EKYGS Yönetmeliği hakkında bilgisi olan 15 okul yönetici ile görüşmeler gerçekleştirilmiştir. Araştırma sonucunda, farklı okullarda görev yapan okul yöneticileri yönetici yetiştirme süreçlerine ilişkin olarak, yöneticilerin lisans veya lisansüstü eğitim programları ile yetiştirilmesi gerektiği sonucuna ulaşılmıştır. Bunun yanı sıra katılımcıların büyük bir bölümünün değişikliğin kendilerini olumsuz etkileyeceği ve bu değişikliğin büyük bir belirsizlik yarattığını, çalıştıkları kurumların sahip olduğu şartlar nedeniyle dezavantajlı olacaklarını dile getirdikleri görülmüştür. Araştırma sonucunda elde edilen bulgular ışığında eğitim kurumlarına yönetici seçme ve görevlendirmede bütün okul bileşenlerinin görüşünün alındığı daha demokratik bir sürecin oluşturulması önerilebilir.

Abstract
There are many uncertain variables that can have positive or negative effects on the functioning of the system in practice no matter how perfectly social systems such as education are designed. At this point, it is important to know the purpose and functioning of the system, and to identify possible variables of the system and to manage them correctly. In this study, it was aimed to examine the Regulation on Selection and Assignment of Administrators to Educational Institutions Affiliated to the Ministry of National Education (RSAAEIAMNE) dated February 5, 2021 and the views of administrators on this regulation. In this study, case study, one of the qualitative research designs, was used. Participants of the study were determined by purposeful sampling method. In this context, interviews were held with 15 school administrators working as school principals and assistant principals in any public school and have knowledge of the 2021 RSAAEIAMNE. As a result of the research, it was concluded that school administrators working in different schools should be trained with undergraduate or graduate educational programs, regarding administrator training processes. In addition, the majority of the participants stated that the change would affect them negatively and that this change would create a great uncertainty. Also, the participants thought that they would be disadvantaged due to the conditions of the institutions they worked for. In the light of the findings obtained as a result of the research, it can be suggested to establish a more democratic process in which the opinions of all school components are taken in the selection and assignment of administrators to educational institutions.
