The aim of this study is to contribute to the studies done in this field by criticising and analysing the problems which occured in the economic policies such as tımar and malikâne that were applied in Adıyaman in the mid- XVIIIth Century, and dealt with in many aspects in terms of both process and conditions and basic dynamics and strategies in Ottoman history studies. From this perspective, the study tries to answer questions such as what kind of problems were experienced in the application of these economic policies, what the source of these problems were and how the state found a solution against these problems. Maras Ahkâm Register(Book) Number I, which contains a copy of the provisions sent to Maras province and its affiliated units between 1742-1751 and thus has a rich content relating to the problem identified above, has been determined as the main source of this study. However, because it is not possible to analyze the provisions sent to all administrative units in a article, this study just focuses on the analysis of the provisions sent to administrative units such as Hisn-ı Mansur, Behisni, Kâhta, Gerger and Samsad, which constitute the borders of today's Adıyaman province. From the analyzes, it is seen that the problems emerged had different origins. Accordingly, the problems could result from tax-paying subjects (reaya) as well as sipahi (cavalryman) and taxman (mültezim) who were at the same time delegates of the state. In this regard, the problems emerged mostly in the collection of the taxes such as avarız depending on its specific procedures and principles of the collection. In the face of all the problems mentioned, the Ottoman Empire showed high effort for the implementation of the economic policies in order with its institutions and rules. İn this regard, it struggled to hold tax-paying subjects (reaya) as well as both sipahi (cavalryman) and taxman (mültezim) in their administrative and legal positions. As a result, this study argues that all these findings, which were determined based on Maras Ahkâm Register(Book) Number I, would contribute to the clarification of the points stated in the scope of purpose of the study.
